Güvenlikleştirme ve İslamofobi: Fransa’nın “Müslüman Tehdidi” ile Mücadelesi (2015-2022)

Öz

Bu çalışma, Fransa’nın İslam’ı ve Müslümanları niçin ve nasıl kendisine yönelik bir güvenlik tehdidi olarak değerlendirdiğini ortaya çıkarmayı amaçlamıştır. İslamofobi temelinde ele alınan bu tehdit yaklaşımı, güvenlikleştirme teorisi çerçevesinde analiz edilmektedir. Çalışma ayrıca teorinin diğer soruları olan sorunun ne zaman ve hangi sonuçlarla güvenlikleştirildiğini de açıklamaya çalışmaktadır. Bu doğrultuda aktörlerin söylemleri, yürürlüğe konulan yasalar ve devlet kurumlarının uygulamaları bir süreç içinde betimsel olarak analiz edilmeye çalışılmıştır. Analiz 2015-2022 tarihleri arasında yaşanan güvenlikleştirme vakalarını kapsamaktadır. Çalışmada güvenlikleştirici aktörlerin İslam’ı ve Müslümanları göç ve terör sorunları ile ilişkilendirerek askeri, siyasi ve toplumsal referans nesnelerine yönelik bir tehdit oluşturdukları gerekçesiyle güvenlikleştirdikleri görülmüştür. Güvenlikleştirici aktörlerin İslamofobik güvenlikleştirme yaklaşımını iktidar aracı olarak kullanarak Fransız kimliğini güçlendirmeyi ve Müslümanları disipline etmeyi veya asimile etmeyi tercih ettikleri sonucuna varılmıştır. Çözüm noktasında ise, Fransız İslam'ının hedeflendiği bir güvenlik dışılaştırma (desecuritization) yaklaşımının olduğu görülmektedir. Bu güvenlikleştirme aynı zamanda Müslümanlara karşı bir güvensizlik ortaya çıkarmakta ve Fransa'nın kendi tehdidini kendisinin ürettiği bir güvenliksizleştirme (insecuritization) durumuyla sonuçlanmaktadır.

Securitization and Islamophobia: France's Fight against the "Muslim Threat" (2015-2022)"

Öz

This study aims to uncover why and how France perceives Islam and Muslims as a security threat to itself. This threat approach, examined within the framework of securitization theory, is analysed based on Islamophobia. The study also attempts to explain when and with what consequences the problem, which represents other inquiries of the theory, has been securitized. In this regard, the discourses of actors, enacted laws, and practices of state institutions have been descriptively analysed as part of a process. The analysis covers securitization cases between 2015 and 2022. It is observed in the study that securitizing actors securitize Islam and Muslims by associating them with migration and terrorism issues, considering them a threat to military, political, and societal reference objects. It is concluded that these securitizing actors prefer to use Islamophobic securitization as a tool of power to strengthen the French identity and to discipline/assimilate Muslims. At the resolution point, it is observed that French Islam is targeted for desecuritization. It is understood that the aforementioned securitization also generates insecurity towards Muslims and reveals that France produces its own threat through insecuritization.
