HASTANE ETKİNLİKLERİNİN TAHMİNİNDE STOKASTİK SINIR ANALİZİ; TARİHİ ve AMPRİK UYGULAMALARI

Öz

Teknik etkinlik on yıllardır politika yapıcıların ilgi odağı olmuş, teknik etkinlik ölçümü çok sayıda makalenin konusu olmuştur. Teknik etkinlik ölçüm metodları akademik yazında sağlık tesislerine de uygulanmıştır. Tahmin edilen en iyi uygulama sınırı ve gerçek performans arasındaki mesafe olarak etkinliği ölçen Stokastik Sınır Analizi, en sıklıkla kullanılan metodlardan biri olagelmiştir.
Stokastik Sınır Analizinin ve sağlık sektöründe uygulanmasının Türkiye’de sınırlı sayıda akademik çalışma tarafından konu edildiği göz önünde bulundurularak, makalenin konusu çeşitli ülkelerde gerçekleştirilen stokastik sınır analizi çalışmalarından öğrenilenleri derlemek olarak belirlenmiştir. Çalışma öncelikle etkinlik ve sınır kavramlarına, etkinlik çalışmalarının tarihi arka planına, sonra stokastik sınır metodunun kısa açıklaması ile veri zarflama analizinden farklılığına ve son olarak stokastik sınır analizi için yapılan literatür taramasından öğrenilenlere odaklanmıştır. Literatürden bazı çıkarımlara Türkçe literatüre katkı olarak yer verilmiştir.
